February 2, 2022 First Reading

First Reading of the Ordinance to adopt the redistricting Map will be on Wednesday, February 2, 2022 at the 1:00 PM Regular Commission meeting at City Hall, 2600 Hollywood Boulevard, Room 219. Florida Atlantic University (FAU) will be presenting six alternative options.  The Commission will select one option which will become the new district map for the City.   To view the final report click on this link: Hollywood Redistricting Final Report.

Redistricting Options

In December, 2021 Florida Atlantic University presented redistricting options for the City of Hollywood Commission districts (not congressional, state, or county districts) to residents. The options will be based upon information from the 2020 census data, comments from Commission members and residents. 

The City of Hollywood Charter Section 3.01, states that “the district boundaries shall be set by ordinance and updated after each decennial census or as otherwise required by law”.  Over the past 10 years, the City of Hollywood has seen a growth in population of over 8%. Combined with future growth projections by Florida Atlantic University, the City could exceed 155,000 people by the year 2023.

Florida Atlantic University (FAU) was hired to perform a demographic district analysis based upon the change in population from the census.  If the demographic analysis is close to or more than 10% total deviation in each district, a complete redistricting process would then have to be done to redraw the district boundaries.

FAU's analysis shows that District 2 had the highest population that deviated 7.77% above the district population average and that District 3 had the lowest population that deviated 5.08% below the district population average.  By adding these two percentages together there was a total of 12.85% deviation from the district population average.

The City will be redrawing of the District 2 and 3 boundaries and will look at keeping neighborhoods together, which could go beyond District 2 and 3.  Some criteria for determining the redrawing of the boundaries:

  • The two districts must have approximately the same number of people counted by the census.
  • There should be no more than 10% overall deviation from the ideal district size.
  • Districts must be composed of contiguous territory.
  • Districts should attempt to preserve integrity of community of interest, including neighborhood associations or ethnic or religious enclaves.
  • Minimize the degree of change in pre-existing patterns of districts, to promote continuity of citizen identification with a district.
  • Avoid placing any two incumbents in a single district.

FAU will be working on redrawing the district boundaries based upon the census data. The City is looking for your input.
